BEIJING—A Chinese envoy tasked with helping broker an end to the fighting in Ukraine will find himself contending with doubts raised by Beijing’s close ties to Moscow and questions about its respect for other countries’ sovereignty as he travels through Europe this week. Li Hui, China’s special representative for Eurasian affairs, will visit Ukraine and Russia, as well as Poland, France and Germany beginning Monday, in a trip that represents China’s most concrete step yet to insert itself into diplomacy aimed at ending the war.

In a readout of their meeting on Monday from China’s Foreign Ministry, Qin Gang described the U.S. as hypocritical for trying to bolster communication channels between the countries on one hand, while simultaneously brushing up against what China sees as its Taiwan red lines.
BEIJING—China is resisting a U.S. push to build more-reliable systems for communicating in a crisis, raising the risk that a miscalculation by either side’s military could spill into conflict. Rarely since the Cold War have tensions between two global powers risen to the levels that exist between the U.S. and China today. But unlike the Soviets, who embraced crisis hotlines with Washington as a way to defuse tensions, Beijing is resisting the establishment of new communication channels. As Chinese officials see it, hotlines give the U.S. cover to continue what they view as provocative military operations in China’s backyard.

Chinese Foreign Ministry spokeswoman Mao Ning said there had been no change in Beijing’s position after three Baltic states—Latvia, Lithuania and Estonia—said they would summon Chinese officials over the ambassador’s remarks, which suggested that the former Soviet republics weren’t legitimate.

BEIJING—China’s foreign minister warned that the U.S. strategy toward China risked plunging the countries into conflict and pledged to continue responding strongly to what he viewed as persistent attacks on Beijing by Washington. In a press conference Tuesday on the sidelines of China’s annual gathering of its National People’s Congress in Beijing, Qin Gang said the Biden administration is being insincere when it says it wants to erect guardrails around the relationship, warned the U.S. against engaging in “new McCarthyism” and praised China’s ties with Russia.

BEIJING—China plans to boost its military spending by 7.2% this year, the government said Sunday, accelerating its military buildup as tensions rise with the U.S. and its allies over Taiwan. Total military expenditures this year will reach the equivalent of about $224 billion, according to a draft budget report issued at the opening of the annual gathering of China’s National People’s Congress. That growth rate would be the fastest since 2019 and exceeds Beijing’s target for gross domestic product growth this year.
